چکیده

سرعت وسایل نقلیه یکی از عوامل مهم تعیین کننده شدت و میزان جراحت و تصادفات منجر به فوت سرنشینان وسایل نقلیه است. بمنظور ارتقای ایمنی در جاده ها و راه‌های برون شهری، مسئولان حوزه‌ی حمل و نقل، تصمیم بر ایجاد محدودیت‌های سرعت گرفته‌اند. در این مطالعه با استفاده از دو روش‌ از مطالعات قبل و بعد، روش تجربی بیز و گروه مقایسه، داده‌های جمع‌آوری شده از ترددشمارهای آزادراه قزوین-رشت و بزرگراه بم-کرمان مورد ارزیابی قرار می‌گیرد تا میزان تاثیر این دوربین‌ها در کاهش تعداد تخلفات سرعت سنجیده شود. نتایج روش بیز برای دوربین کنترل سرعت در محور رودبار-رستم‌آباد نشان دهنده کاهش 51/89 و نتایج گروه مقایسه آن نشان دهنده کاهش 81 تا 95 درصدی تخلفات سرعت و نتایج روش بیز برای محور جیرفت-ماهان نشان‌دهنده کاهش 94 درصدی تخلفات سرعت و نتایج روش گروه مقایسه نشان دهنده کاهش تقریبی 80 تا 88 درصدی تخلفات سرعت در محدوده دوربین کنترل سرعت است. پس در مجموع می‌توان گفت که دوربین‌های کنترل سرعت در این محورها دارای اثرات مثبتی در کاهش چشم‌گیر تخلفات سرعت در محدوده نصب دوربین با استفاده از روش‌های مذکور است.

چکیده [English]

Speed of the motor vehicles is one of the main risk factors in traffic safety, as it can increase both the chance and the severity of a crash. In order to achieve an improved traffic safety by influencing the speed of travel, road authorities may decide to lower the legally imposed speed limits. In this study, information from speed cameras and traffic counters installed in Ghazvin-Rasht and Bam-Kerman interstate highway were used to explore the effectiveness of speed cameras in reducing the number of speed violations. Various methods of Before-after stufy, such as Empirical Bayes, and Comparison Group methods were employed to analyze the obtained information from the speed cameras installed in the studied highway. Results obtained from the Empirical Bayes method demonstrated 90 and 94% reduction in the number of speed violations at two of the studied locations. Comparison Group method also suggested 80-95% decrease in the number of speed violations at the two study locations. Overall, speed cameras proved to be effective tools in reducing the number of speed violations in these case studies.
