طراحی یک رویکرد ترکیبی مبتنی بر فرایند تحلیل شبکه و دیمتل فازی جهت ارزیابی عملکرد استان‌ها در حوزه‌ی حمل و نقل جاده‌ای ایران

چکیده

بهبود مستمر عملکرد سازمان‌ها در گرو ارزیابی مستمر و هدفمند آن‌ها است. یکی از حوزه‌های بسیار حیاتی و حایز اهمیت در جهان، حوزه‌ حمل و نقل است که این حوزه به سه بخش حمل و نقل ریلی، جاده‌ای و هوایی تقسیم‌بندی می‌گردد. کشور ایران با دارا بودن آمار سالیانه جابجایی حدود 600 میلیون تن کالا، 900 میلیون نفر مسافر، 10 میلیون تن ترانزیت کالا، بیش از 90 درصد جابجایی مسافر و کالا را به تنهایی انجام می‌دهد. در بخش حمل و نقل جاده‌ای تعداد 423000 دستگاه کامیون برای جابجایی کالا مورد استفاده قرار می‌گیرند که این میزان کامیون توسط 464000 نفر راننده هدایت می‌شود. همچنین تا کنون (سال 1394) تعداد 4299 شرکت/ مؤسسه فعال در زمینه حمل و نقل بار در سطح جاده‌ای مشغول به فعالیت هستند. بهبود عملکرد شرکت‌های فعال در این حوزه در نحوه‌ی ارایه خدمات، در گرو ارزیابی عملکرد آن‌ها و شناسایی نقاط ضعف و قوتشان می‌باشد تا با تقویت نقاط ضعف و تحکیم نقاط قوت، عملکرد خود را بهبود دهند. برای ارایه‌ی یک رویکرد ارزیابی عملکرد کارا، باید معیارهای ارزیابی مناسب و مدل ارزیابی کارا و اثربخش انتخاب گردد. از این‌رو، در این مقاله یک رویکرد جدید ترکیبی مبتنی بر فرآیند تحلیل شبکه و دیمتل فازی جهت اندازه‌گیری کارآیی استان‌های ایران در حوزه‌ی حمل و نقل کالا در ناوگان جاده‌ای ارایه شده است. از روش فرآیند تحلیل شبکه جهت وزن‌دهی به معیارها استفاده می‌شود و به منظور محاسبه ماتریس وابستگی درونی بین معیارها از روش دیمتل فازی بهره گرفته خواهد شد. سپس با استفاده از داده‌های در دسترس به ازای هر استان کارآیی استان‌ها با استفاده از رویکرد پیشنهادی تعیین می‌گردد. نتایج حاصل از پیاده‌سازی رویکرد پیشنهادی در سازمان حمل و نقل جاده‌ای ایران مبین کارآیی و اثربخشی رویکرد پیشنهادی است و مورد تأیید خبرگان سازمان قرار گرفت.

چکیده [English]

The continuous improvement in organizations performance depends on their continuous goal oriented evaluation. One of the most critical and important areas of world is the transportation area, that is categorized into three groups of railway, air and road transportation. Iran by transporting 600 million tons of goods, 900 million persons, 10 million tons of transit per year, performs the transportation of 90 percent of this on its own. In the road transportation section 423000 truck are utilized to transport goods, which these trucks are derived by 464000 drivers. Also so far (1394) number of 4299 companies/ institutes activate in road good transportation. The performance improvement of these companies/ institutes is closely depend on performance evaluation and identifying the strengths and weaknesses, that they can improve their performance by reinforcement of these strengths and stabilization of weaknesses. In order to present an efficient performance evaluation approach, the appropriate criteria and effective and efficient model must be selected. Therefore, the current paper for the purpose of measuring the efficiency of Iranian provincial road transportation, presents a combined novel approach based on analytical network process and fuzzy Decision Making Trial And Evaluation (DEAMATEL). The analytical network process is applied to weight the criteria and fuzzy Decision Making Trial And Evaluation (DEAMATEL) was utilized to calculate the inter dependencies between criteria. Then by utilizing the information of each province, the effectiveness of the model will be determined. The obtained results represents the effectiveness and efficiency of proposed approach and was confirmed by experts organization
