روش پیش بینی هزینه های متوفیات تصادفات ترافیکی در ایران

چکیده

از تولید ناخالص ملی همه کشورها، صرف هزینههای مستقیم و غیرمستقیم تصادفات میشود. هدف از انجام تحقیق حاضر، ارائه مدل پیشبینی هزینههای تصادفات منجر به فوت است. در این تحقیق با استفاده از شیوههای دیات دادگاه و تولید از دست رفته، هزینه هر فوت تعیین شده و با استفاده از الگوی سری زمانی 12 ( ARIMA(3,0,0)(1,0,0 (، تعداد فوتیها پیشبینی میشود که با ادغام سری زمانی و روشهای برآورد هزینه میتوان میزان اتلاف تولید ناخالص ملی را محاسبه کرد و در نهایت، مقایسه میان دو روش پیشبینی- برآورد را تحقق بخشید. به بیان دیگر، روش مورد استفاده در تحقیق روشی آماری- اقتصادی است که ارائه روش پیشبینی- برآورد هزینه و مقایسه دقّت برآورد میان مدلها از نوآوریهای تحقیق محسوب میشود. طبق نتایج به دست آمده از روش دیات دادگاه در سالهای 2933 الی 2932 ، ابتدا روندی نزولی، سپس صعودی از تولید ناخالص ملی، صرف هزینههای فوتی تصادفات شده است و در ادامه، بر اساس روش تولید از دست رفته، روند نزولی مشاهده شد. در نهایت و با مقایسه میان دو شیوه بکار رفته و نتیجهگیریها میتوان استدلال نمود که روش دیات به دلیل ثابت بودن مقدار هزینه، روند غیریکنواخت داشته که این حالت از دقّت برآورد روش میکاهد، در حالی که روش تولید از دست رفته، کاهش منطقی میزان اتلاف را متناسب با هزینه هر فوت تعیین شده و با استفاده از الگوی سری زمانی ) ادغام سری زمانی و رو شهای برآورد هزینه می توان میزان اتلاف تولید ناخالص ملی را محاسبه کرد و در نهایت، مقایسه میان دو روش پی شبینی- برآورد را تحقق بخشید. به بیان دیگر، روش مورد استفاده در تحقیق روشی آماری- اقتصادی است که ارائه روش پی شبینی- برآورد هزینه و مقایسه دقت برآورد میان مد لها از نوآور یهای تحقیق محسوب می شود. طبق نتایج به دست آمده از روش دیات دادگاه در سا لهای 9831 الی 1931 ، ابتدا روندی نزولی، سپس صعودی از تولید ناخالص ملی، صرف هزین ههای فوتی تصادفات شده است و در ادامه، بر اساس روش تولید از دست رفته، روند نزولی مشاهده شد. در نهایت و با مقایسه میان دو شیوه بکار رفته و نتیج هگیر یها می توان استدلال نمود که روش دیات به دلیل ثابت بودن مقدار هزینه، روند غیریکنواخت داشته که این حالت از دقّت برآورد روش می کاهد، در حالی که روش تولید از دست رفته، کاهش منطقی میزان اتلاف را متناسب با کاهش تعداد فوت یها نشان م یدهد.

چکیده [English]

Every year, road traffic accidents cause direct and indirect loss in gross national product in every community. The present study aims to provide a methodology to estimate the costs of road accident fatalities in Iran. In this research, using different available methods namely the “Court Award” and the “Lost Product”, the average costs of individual road traffic fatalities have been determined, separately. The annual road fatality rate in the road network has also been estimated using 12 ARIMA(3,0,0)×(1,0,0) model of time series. Combining the each separate estimate of road fatality cost with the number of road traffic fatalities in a single measure, two measures of lost in gross national product due to road fatalities have been estimated. Finally comparing the results with the observed number of fatalities for the next years, the two methods of fatality cost estimation have been compared in terms of validity. In other hand, used method is statistical-economic. Analysis of road accident fatalities by the “Court Award” method shows a descending trend of loss in gross national product followed by an ascending trend, during 2010 to 2012. Application of “Lost Product” method of road fatality cost estimation on the same database however, indicated a totally descending trend. Finally and Comparing the estimates of the two methods inferred that the “Lost Product” is a more promising method in estimating the gross national product loss due to road traffic fatalities, since the lost amount in this method remains proportional to the number of road traffic fatalities.
